AWR Consulting has been in the forefront of providing air quality compliance services in California for more than 25 years. Our emphasis has always focused on the Mineral Products Industry (rock, sand and gravel, hot mix asphalt, concrete and recycle operations) and the diesel engines associated with those operations.
Headquartered in northern San Diego County, AWR Consulting has clients throughout Southern California, the San Joaquin Valley, the eastern side of the Sierras, the Bay Area and throughout Northern California. Our clients include not only the stationary plants which produce construction materials, but general contractors whose fleets build the projects.

The new Mobile Off-Road Equipment (MORE) Regulation forces existing fleets to replace or retrofit equipment until progressively more stringent NOx and PM emission levels are met. AWR’s approach to the MORE Regulation is to streamline a fleet’s ability to comply with the Regulation’s reporting and performance requirements. Once a vehicle fleet's inventory has been submitted to us – either by our web-based reporting system or by filling out a simple spreadsheet - a Draft Compliance Plan is prepared for your Company to review.
The Draft Compliance Plan contains a list of the annual equipment turnovers and engine retrofits that will be necessary to meet the Regulations requirements. The Draft Plan, after being reviewed by the company’s management, is then modified to fit the company’s business model and fleet management requirements. The result is a Final Compliance plan that leaves you in charge of managing your fleet to meet project requirements, while assuring compliance with the State of California Regulation.
The plan is easily amended as business conditions dictate. Furthermore, you will know – at least one year before a compliance deadline – what steps you need to take to comply with the Regulation.
AWR’s approach also automatically generates the required initial report, as well as the annual updates and compliance certifications. Once again, AWR’s Compliance System is flexible enough to account for any changes in your fleet brought about by business conditions, new construction projects, or unexpected equipment failures.
